 Joanne Walsh, Secretary

Joanne was born in the hallway at Santa Rosa Hospital in San Antonio during the first rush of boomer births following WWII.  She grew up in Devine TX, one of the bedroom communities along what became IH35.  She left in 1965 to go to college at North Texas State University (NTSU) in Denton TX (where the 2 branches of IH35 would later merge) and earned a BA in mathematics while planning to teach high school.  During student teaching, a 10th grader named Charlie Brown, who could neither read nor write, convinced her that she needed to do something else for the rest of her life so she went into computer programming for Western Electric in Omaha NB.
Following marriage to a college sweetheart, she returned to NTSU and earned a MBA in accounting.  She became a CPA and a parent of a son while working for Republic National Bank in Dallas.  She and her family migrated to Austin in 1976 where she was a banker, a consultant and finally the Director of Strategic Planning for the Texas Department of Transportation (TxDOT).  She left TxDOT after 21.5 years to become the Director of the San Antonio-Bexar County Metropolitan Planning Organization (MPO) in 2002.  She soon started introducing herself as an IH35 person since she had lived most of her life within a few miles of that road.  She continues that tradition today living in San Antonio, the city of her birth.
Joanne has recently started her own firm, Strategic Urban Planning, and is actively seeking planning, group facilitation, team building training and coaching opportunities.
Joanne is alum of Class 1 of the Masters Leadership Program, a member of Conservation Society and a member of the American Planning Association.  She represents DRA on the San Antonio River Authority’s Oversight Committee for the Westside Creeks Restoration Project.  She also volunteers as a member of SAWS Community Conservation Committee and the Old Spanish Trail auto highways centennial (OST100).  She advocates for preservation of historic structures and more public transportation options.  In addition to her Austin based son, her passions are pets, plants and photography.
